Either a scrapbook or a photo album. I have all of these pictures of my cousins and i when we were little and decided to make it more creative than a boring ol’ photo album. Any advice?
Check out the stuff on http://www.storephotos.com/. It’s a great all-in-one website to get you started. You can decide what sort of scrapbook or photo album you want to use. And there’s even stuff for digital scrapbooking if you decide to do that instead!
Good luck.

That depends on what YOU want in the book — Journaling is always important. Do you remember when the pictures were taken — write about it. You do have old birthday cards from them? Holiday cards? Include them. Maybe you still have that old gumwrapper chain you worked on together – take a piece of it and include it. If you are a pack rat [as I am] then you will find something to include besides pictures — a piece of fabric from some homemade clothes you were wearing at the time — a button, zipper… pressed flower, cheap necklace that you thought was "priceless" at the time.
You are limited only by your imagination.
PS if you "digi-scrap", you can combine the two styles [traditional scrapping and digi-scrapping] or if you don’t like "lumpy" book, photograph those items and either extract for background papers or elements.
